So yeah it took the pre-existing downloaded content but then decided to download it again until it was happy. It says you have 20/40 gigs downloaded or whatever but instead the download process continues untill I had about 59/40 gigs downloaded. If they set the game as having a several gig sized file marked "sounds" and another with "textures" and they need to patch one of those the process kinda goes bad. I have disabled my McAfee firewall in case this was causing the problem, but my downloads kept stalling. This issue happens with downloads across Firefox, Edge, Chrome and Opera. I once had a game restart the download, which I "fixed" by the above process, but the game content they had patched was large.
